The Plan to Take Your Ballot Away
The neo-confederate supermajority wants to break the one tool that keeps beating them. Here is the briefing.
📌 The Stakes Are HighAmendment 4 is on the August 4, 2026 primary ballot. Today, a statewide majority passes a citizen amendment. Under Amendment 4, a citizen amendment would need a majority in every one of Missouri’s eight congressional districts, so a single district could veto the whole state. Amendments written by the legislature would still pass with a simple statewide majority. The underlying resolution also carries foreign-money and petition-fraud provisions that duplicate existing law, though the certified ballot title omits them. The Defender urges a NO vote.
The initiative petition is the closest thing to direct democracy Black Missouri has ever held, and it has been winning: Medicaid expansion in 2020, a higher minimum wage twice, marijuana legalization, reproductive freedom in 2024, all over the legislature’s objection. Amendment 4 is not an answer to any one victory. It is an answer to the fact of victory itself.
🔍 Peep GameThe legislature’s resolution bolted on foreign-money bans and fraud penalties, provisions that were already crimes under Missouri law, though the certified ballot title voters will actually see mentions neither. The engine, and the only thing the certified title describes, is the district rule:
- A citizen amendment would need a separate majority in each of eight congressional districts, all at once.
- Fall short in one district, and the votes of millions elsewhere are nullified.
- The legislature’s own amendments, including this one and the abortion ban coming in November, keep the old, easier rule.

🗺️ The Map TrapHold that rule against the map it runs on. In 2025, at the demand of Donald Trump, the deranged occupant of the white house, the supermajority redrew Missouri’s districts in a special session, shutting off debate to force it through. The new map is built to produce seven far-right districts of eight, splitting Kansas City at Troost Avenue. First they drew the districts. Then they proposed to make the districts the judge of your petitions. The reproductive freedom amendment that won statewide in 2024 almost certainly dies under this rule. That is not a side effect. That is the product.
🗓️ The SetupGovernor Mike Kehoe chose to place this on a low-turnout August ballot instead of before the larger November electorate, and everyone in Jefferson City knows that math. Even the opposition campaign, bankrolled by the decidedly unradical Missouri Association of Realtors, called it the most brazen power grab from citizens in state history. The whole design depends on you not showing up.
📜 The History They Hope You ForgotWhen Black and working people vote and win and the answer is to change the rules rather than the outcome, that has a name. After Reconstruction they redrew the lines and raised the thresholds until the vote could not deliver, and they called it Redemption. Ohio ran this same play in August 2023 and voters crushed it, 57 to 43. Missouri is the next rehearsal, with a sharper script.
